Milwaukee police flooded the scene near 14th Street and Greenfield Avenue where Pizarro, 49, was killed as she crossed the street with her son around 9:30 p.m. Sunday.

"It's got to be devastating to the family, thinking, 'What was that driver doing that he couldn't look at that time?' I don't think that person should get out of jail," said Duke Migas, the victim's neighbor.

The suspect has yet to be charged but was arrested on a charge of homicide by the intoxicated use of a vehicle.

His most recent OWI was in Racine County in 2007. He also had a domestic abuse restraining order issued against him in the past year.

When contacted by 12 News, the suspect's wife said she couldn't talk about his arrest.

There are stuffed animals on a utility pole at the scene of the crash for the victims.
