If another team crashes on all descents so does not record a time and the Jamaican team finishes only one and does record a time then they won't have finished last.

Or did you mean will the Jamaican team record the slowest time? In which case the answer will be yes. But it's not what you asked.

If another team crashes on all descents so does not record a time, they effectively count as "did not finish", so, that wouldn't count.
