Background

European leaders made an important decision in agreeing to set up a permanent support fund for the euro, but they need to take further steps to beef up economic governance and close competitiveness gaps within the bloc, French President Nicolas Sarkozy said Friday.

Sarkozy said euro-zone governments are doing everything they can to defend the euro and warned that the breakup of the single currency would mean the demise of the European project.

"Europe has shown pragmatism in the face of an unprecedented crisis. But we will need to go further to affirm the need for the convergence of our economic policies," Sarkozy said at the end of a two-day summit in Brussels.

On Thursday, leaders agreed to a limited change in the European Union treaty to allow for a permanent bailout fund from 2013 for euro-zone nations in financial distress.
