...Euro-area leaders will endorse Italy’s Mario Draghi as the next president of the European Central Bank, according to the draft text of conclusions from a meeting in Brussels....

...French President Nicolas Sarkozy, who had threatened to delay Draghi’s appointment, gave no indication at the start of the summit yesterday whether he would try to block the endorsement when the summit concludes today. Sarkozy has put pressure on another Italian on the ECB’s six-member board, Lorenzo Bini Smaghi, to step down two years before his term ends to make way for a French replacement....
